New plugin for local Servers

I have also included a new plugin for our local servers, from now on admins with power 90 or more can start or stop our other servers to. After u guys stop the server make sure that you wait for 30 seconds before you hit the start button. CoD4x servers need a little bit more time to shotdown correctly, therefore make sure you wait for about 30 sec after stop.
