Need Help with Error "Cannot read property 'local_version' of null"

Hi there, I've tried to set up a new Webadmin site. Did everything 1:1 like in your Tutorial. I first tried it in Debian9, then in Ubuntu 18.04, both OS gave me the same error hence I'm thinking I missed something, but I did everything like in the tutorial. Everything works fine except for the admin panel, image attached gives further info. Hope its a mistake from my part that is easily fixable!
