Tempban only kicks, user can rejoin

Hey,
i just tested the tempban feature on my other pc but only a kick is applied
and i can join right back. Any idea whats wrong? -

Edit: Also in mongodb compass bans collection shows no data

For others:
You need to link steam for your account.
- Activate Steam SSO Plugin under Admin -> Plugins -> SSO Steam
- Read instructions and get your API key
- Go to your profile and link steam
- Now penalties will be saved
